Beginning at the end of November, public parking lots with over 80 spaces will be mandated to incorporate solar power generation systems. This requirement will apply not only to new facilities but also to existing ones, as announced by the Ministry of Trade, Industry, and Energy on August 13. The revisions to the Enforcement Decree of the New and Renewable Energy Act aim to facilitate the country’s shift toward renewable energy.
The new regulations stipulate that parking lots managed by the central or local governments and public institutions must include renewable energy installations such as canopy-style solar panels if they offer at least 1,000 square meters of parking space. Those unable to meet this requirement can either directly install the energy systems or lease the space to external operators who will do so. Areas deemed unsuitable for such installations, such as underground or mechanical parking, will be excluded from the space calculations.
A ministry official emphasized the initiative’s dual benefits of promoting eco-friendly energy generation and enhancing public comfort, particularly by providing shade in parking lots during hotter months. The Ministry intends to gather diverse input on this amendment until September 23, engaging with local authorities and relevant sectors before finalizing the changes. Comments on the proposed regulations can be submitted through the National Participation Legislation Center or directly to the ministry’s Renewable Energy Industry Division.
Shim Jinsoo, Director of Renewable Energy Policy, highlighted that this policy is crucial for the public sector to lead national efforts in renewable energy expansion while improving citizens’ daily lives. The Ministry aims to support the installation of renewable energy facilities in urban public parking areas through favorable financing options and other supportive measures.
