France Mandates Solar Panels on Large Parking Lots: Regulations and Penalties Clarified

France has strengthened its commitment to renewable energy by mandating the installation of solar panels on large parking lots, with regulations in effect since July 2023. A recent decree has clarified the rules, requiring parking lots larger than 1,500 square meters to have at least half their area covered by solar panels, including traffic routes and associated spaces. Exceptions apply for areas like green spaces or those with unsuitable technical or geological conditions.

Parking lots over 10,000 square meters must comply by July 2026, while those between 1,500 and 10,000 square meters have until July 2028. Operators who fail to meet the requirement face penalties of up to €20,000 annually for smaller lots and €40,000 for larger ones until compliance is achieved.

These solar canopies provide dual benefits, offering shade for vehicles and clean energy for the grid. By implementing this initiative, France is advancing its renewable energy goals and setting a benchmark for integrating solar infrastructure into everyday spaces.
